The Ministry of New and Renewable Energy (MNRE) has introduced stricter verification procedures under the PM Surya Ghar scheme to prevent discrepancies in solar module and inverter supply details submitted on the National Portal.

The revised process is aimed at improving transparency, strengthening Domestic Content Requirement (DCR) compliance, and ensuring proper traceability of domestically manufactured solar modules and cells used under government-supported rooftop solar schemes.

Stronger Scrutiny Over DCR Compliance

The latest update comes as the government increases monitoring of DCR compliance under major renewable energy schemes such as:

• PM Surya Ghar
• CPSU Scheme Phase-II
• PM-KUSUM

According to the ministry, the National Institute of Solar Energy (NISE) operates a DCR verification portal that tracks the deployment of Indian-manufactured solar PV modules and cells.

The portal helps ensure that only eligible domestically manufactured components are used in subsidy-supported projects.

Major Change in Verification Process

In an office memorandum issued by the PM Surya Ghar Mission Directorate, MNRE announced that installations containing repeated solar module or inverter serial numbers will no longer be accepted based on vendor undertakings for all new applications submitted after May 26, 2026.

Earlier, vendors could resolve repeated serial number issues by submitting legal undertakings. However, this mechanism has now been discontinued for fresh applications.

The ministry stated that this decision was taken to improve authenticity checks and prevent possible misuse or incorrect serial number entries.

Integration of DCR Verification Portal

Under the revised system, the DCR verification portal has now been integrated directly with the PM Surya Ghar National Portal.

As part of the updated process:

• Vendors must enter a 16-digit DCR certificate number
• The portal will automatically fetch allocated solar module serial numbers
• Module capacity details will also be retrieved automatically

This reduces the chances of manual entry errors and improves verification accuracy.

Mandatory B2C DCR Certificates for Vendors

MNRE has also made it mandatory for all vendors registered on the National Portal to generate B2C DCR certificates through the DCR portal for end consumers.

The certificate number will now serve as the primary reference for module verification and serial number tracking.

Meanwhile, inverter serial numbers will continue to be entered manually. However, the portal will automatically flag any repeated serial number entries for both modules and inverters.

Reverification for Existing Applications

The ministry clarified that applications already under process containing repeated serial numbers will be returned to vendors for correction and reverification.

In cases where inspections have already been completed, DISCOMs will conduct additional reverification if duplicate serial numbers are detected.
